08/18/2022 A Voice From the Gallery

The truth will set you free, only if you are allowed to speak.

Today a man was not allowed a voice. He lost his job due to gossip, hear-say, and retaliation. It wasn’t just his job he lost that could be replaced, but there was a concerted effort to tarnish his name and reputation.

Mayor Dan Haeder called the  August 17, 2022, meeting reciting the Pledge of Allegiance with Councilwoman Darla Reppe, Councilwoman Cyndi Peeples, Councilman Kyle VanderHull, Alcester City Attorney Sam Nelson and gallery.

In the restaurant business there is a part of the menu called an appetizer (a diners sneak preview) an aperitif (taken before a meal to stimulate the appetite), in government there is a daily briefing (lol) and in the military there is another kind of briefing (There are four (4) basic types: the information brief, the decision brief, the staff brief, and the mission brief). (0:00:18.27)

Agenda item #3(0:02:21.00)  Approve the agenda.  Unanimously approved by all three council members (Councilman VandenHull, Councilwoman Cyndi Peeples and Councilwoman Darla Reppe.

Agenda item #4(0:03:13.00))  Accept Resignation of Councilwoman Linda Talbott.  Mayor Haeder read Councilwoman Talbott’s letter of resignation to the council members and gallery.  Council (all three of them Councilman VandenHull, Councilwoman Cyndi Peeples and Councilwoman Darla Reppe) voted to accept Councilwoman Talbott’s resignation.

Agenda Item #5(0:05:34.00)  Elect Council VicePresident   Councilwoman Darla Reppe was nominated to fill the Vice-President of the Alcester City Council vacated by the resignation of Linda Talbott.  The vote was as follows:  Councilwoman Cyndi Peeples voted aye, Councilman Kyle VandenHull voted aye and Councilwoman Darla Reppe abstained (nay).  With the absence of Councilman Lukas Driesen according to Mayor Haeder that was two aye votes and two nay votes so he broke the tie and voted aye to seat Councilwoman Darla Reppe as Vice-President of the Council.

Agenda Item #6  (0:09:17.10)   Premier Bank Account Signers  Motion to remove Linda Talbott from all city bank accounts and add Councilwoman Darla Reppe to the city bank accounts and a signor.  Vote was taken as follows:  Councilwoman Cyndi Peeples voted aye, Councilman Kyle VandenHull voted aye and Councilwoman Darla Reppe abstained (nay).  With the absence of Councilman Lukas Driesen according to Mayor Haeder that was two aye votes and two nay votes so he broke the tie and voted aye to remove Linda Talbott from the city bank accounts and add Councilwoman Darla Reppe.

Agenda Item #7  – (0:11:05.97) Public Input

(0:11:13.97)  Gordon Richard  Mr. Richard questioned the lack of financial condition information on the Alcester Community Center, the Grill and the Event Center.  So where is it FOPAT?   Mr. Richard also questioned why the city was tolerating the trash heap at 409 SD Hwy. 11 which appears on Beacon-Schneider as being owned by Daniel Waterman.  Yeah FOPAT why is this trash-heap property being allowed continue without challenge when YOU (FOPAT) engaged in an apparent vendetta against former city finance officer Mike Kezar for the last years of his life? Seems like Mayor Haeder and Finance Office Patricia Jurrens are failing miserably in their jobs.

(0:13:44.63) Vickie Larsen  (0:13:52.43)  Who is Visions Solutions and what did they do to earn $164,460.19 Profession fees (Oxymoron)?  (0:14:20.57)  Shell Game of the second August Meeting of the Alcester City Council.  Yeah, First FOPAT hid the pea under the shell marked “incompetence of job” (publishing the Agenda with the Heading and content of August 16, 2021, on Monday.  Then FOPAT hid the next pea under the shell marked “trying to excuse incompetence of job” by taping the August 16, 2022, Agenda the morning of August 16, 2022 on the door of city hall.  Totally ignoring the 24 hour rule of notice of meeting…  1-25-1.1. Notice of meeting of political subdivision–Agenda–Violation as misdemeanor.  Each political subdivision shall provide public notice, with proposed agenda, that is visible, readable, and accessible for at least an entire, continuous twenty-four hours immediately preceding any official meeting, by posting a copy of the notice, visible to the public, at the principal office of the political subdivision holding the meeting. The proposed agenda shall include the date, time, and location of the meeting. The notice shall also be posted on the political subdivision’s website upon dissemination of the notice, if a website exists. For any special or rescheduled meeting, the information in the notice shall be delivered in person, by mail, by email, or by telephone, to members of the local news media who have requested notice. For any special or rescheduled meeting, each political subdivision shall also comply with the public notice provisions of this section for a regular meeting to the extent that circumstances permit. A violation of this section is a Class 2 misdemeanor.  And the last pea was hidden under the shell marked “trying to keep from being arrested for a Class 2 misdemeanor” with a legal advice fee tagged.  After FOPAT’s failure to notify a full 24 hours before the meeting both on the front door AND the website the meeting was moved back to August 17, 2022.  Now all of this Shell Game was because FOPAT wanted to attend a meeting the day of the regular Alcester City Council meeting and she was going to be absent.  SO WHAT?  Any member of the council could take notes, shoot even City Attorney Sam could take credible notes.  Our previous city attorney often took notes for the council.  In fact Mr. Haugland’s notes and Finance Office Kezar notes were often compared for any errors or omissions one or the other of them missed something.  So FOPAT’s presence was not vital to the flow of the council meeting.  SO WHY DID the council have to change all of their schedules just to accommodate the city bookkeeper?  One has to wonder, just how much did FOPAT’s classic screw-up cost us?  (0:15:38.43)  Albatross Booze Patio and gate too close to school property.

(0:18:47.10) Josh Carlson Working conditions at the Community Center and healthy conditions.  Litigation?

(0:19:58.93) Anita Berit Johnson-Lusk  Ranted and raved about sexual harassment, ranted and raved about safe food and ranted and raved about Ptomaine Poisoning.  Ms. Anita Berit Johnson-Lusk did you never hear the adage, “look but don’t touch”?  (0:20:24.17)  Grossly negligent?  Tell me Ms. Berit Johnson-Lusk, isn’t  defaulting on property taxes payment #054-353-017-000 of $5650.55 executed at Madera, CA and published May 26, June 2nd and June 9, 2021, grossly negligent.  Here in the mid-west we Rubes say your grossly negligent statement a case of, “…the pot calling a kettle black. (0:21:30.27) Folks don’t ya just love it when a California Emigrant attempts to school us mid-westerners on our social opinions.  (0:21:46.13) Madam Berit Johnson-Lusk you keep pushing that your son is an adult, he is 18 years old and technically a man.  So why does he send his mommy in to protect and appear to threaten lawsuit?  H-m-m?  (0:22:10.37) Madam Berit Johnson-Lusk you rant and rave about food being dropped.  Who dropped it your son?  Madam if it was raw meat, it could be treated with vinegar to take care of any harmful substances, if it was cooked the piece of meat could be trimmed and placed in an oven at a temperature that would burn off any harmful substances.  What is it you do for a living, Karen?   (0:22:57.83)  As to ptomaine poisoning, “… ptomaine poisoning a term commonly misapplied to food poisoning. Contrary to popular belief, ptomaines are not injurious to the human digestive system, which is quite capable of reducing them to harmless substances.  (citation… Miller- Keane Encyclopedia and Dictionary of Medicine, Nursing, and Allied Health, Seventh Edition. © 2003 by Saunders, an imprint of Elsevier, Inc. All rights reserved.)

Agenda Item #14(1:08:07.00)  Adjourn

Conclusion

Folks, a man was fired today, his reputation shredded and apparently not once was he allowed to refute the allegations against.  His crime, he looked at someone funny.

He was to be in charge of a kitchen and the wait staff, however it was the Alcester City Council and Mayor Haeder who interviewed the ‘staff’ of 14-18 year olds and made the choice whether to hire them or not.  He was plagued with continual turn-over of staff, staff more intent on their cell phones, social media and staff/finance officer interference in the performance of his job.  Dress code was discussed by the council ’cause some of the children were not dressed appropriately.

Last night the council as a result of coercion of a handful of parents ’cause their kiddies didn’t like being supervised and evidently a new experience for them, a council member resigned in light of this pressure.  Folks this man was judged for sexual harassment for looking at a kid.  The council failed to ask him what happened.  Some of these same council members failed to fire the finance officer for election violations and they failed to fire the same finance officer for purchasing Duluth underwear for male employees for Christmas.  Talk about Sexual Harassment.  That finance officer violated South Dakota liquor laws and violated city ordinances by throwing a birthday party for her husband at the city owned golf course which served liquor.  On the invitations she sent out carried the BYOB notation.  Was she fired?  Nope.  Why not?

So ya’ll think ya can run a supper club and serve high class menus without Chef Clint Nyreen just with teens who cannot legally serve liquor, cook with liquor, no recipes and most would have trouble balancing a double entry bookkeeping system.  Do they think they can handle it?  I give ’em two weeks before they walk.
